2019 Perceptions and Priorities

NACUBO recently shared its 2019 Perceptions and Priorities post on the online publishing platform Medium. This is part of an effort to bridge diverging conversations about student loan debt, college costs, and free college among policymakers with the strategic conversations administrators and trustees are having about revenue demands, business models, and what it takes to deliver on educational demands.

Doug Schantz Is the 2019 Student Financial Services Award Recipient


Doug Schantz, director of the office of student financial services, Wittenberg University, Springfield, Ohio, is the recipient of the NACUBO 2019 Student Financial Services Award. This award recognizes individuals who demonstrate an outstanding commitment to the higher education community, NACUBO’s advocacy efforts, and education programs and publications in the area of student financial services.

Schantz oversees an approximately $41 million annual student receivables portfolio and a Perkins and institutional loan portfolio of nearly $6 million. He has served on numerous campus committees, including the retention task force and Wittenberg’s Title IX sexual complaint grievance board, and also as an instructor for the university’s first-year seminar.

Schantz has delivered presentations to a variety of higher education stakeholders through theyears, including at NACUBO’s annual meeting and student financial services conference. He also regularly gives presentations at Springfield-area high schools, providing counseling to future students on completing the FAFSA and paying for college. Additionally, Schantz has appeared on NPR, and was featured in Money and U.S. News & World Report magazines. 

Schantz was a four-year member of NACUBO’s Student Financial Services Council and was chair for the 2016–17 term. He is an active member of the Ohio Bursars Association, having served as a board member from 1998 to 2002. In 2012, he appeared before the U.S. Senate Committee on Banking, Housing, and Urban Affairs at a hearing on private student loans. 

A strong advocate for financial literacy education, Schantz created the website in 2010 to provide students and families with financial tools and resources related to paying for higher education. The website receives more than 300,000 annual visitors and has more than 5,500 Twitter followers.

Responsibility center management can help institutions enhance their financial performance. The webcast Responsibility Center Management as a Tool for Enhanced Effectiveness introduced the key elements of RCM. Expert presenters described the principles that should shape the development of RCM, offered guidelines for operating under an RCM model, and explored why this system has become popular in higher education.

Presenters also shared insights about the variability of RCM, including how it operates at the school/college level versus the department level. The panel wrapped up with thoughts about assessing RCM’s fit for an institution, along with factors that influence success when developing and implementing the model.
